The Minister has had under consideration for some time the question of the policy that should be adopted for the welfare of the aborigines in the Northern Territory. He has gone carefully into the existing policy and the establishment provided in the Territory to administer it.
I forward herewith a broad outline of the policy which the Minister considers might be adopted for the Territory. It is realised that many details remain to be worked out.
The Minister would be glad to have as soon as possible your views and those of the Chief Protector of Aboriginals on the schema.
